P6 Projects and persons doing work at their work sites must provide Safe Work Method Statements (SWMS) to the Principal Contractor for high risk construction work. High risk construction work activities are stated in the Work Health & Safety Regulation 2011 as an activity that:

■        involves a risk of a person falling more than 2m; or

■        is carried out on a telecommunication tower; or

■        involves demolition of an element of a structure that is

■        load-bearing or otherwise related to the physical integrity of the structure; or

■        involves, or is likely to involve, the disturbance of asbestos; or

■        involves structural alterations or repairs that require temporary support to prevent collapse; or

■        is carried out in or near a confined space; or

■        is carried out in or near—

o   a shaft or trench with an excavated depth greater than 1.5m; or

o   a tunnel; or

■        involves the use of explosives; or

■        is carried out on or near pressurised gas distribution

■        mains or piping; or

■        is carried out on or near chemical, fuel or refrigerant lines; or

■        is carried out on or near energised electrical installations or services; or

■        is carried out in an area that may have a contaminated or flammable atmosphere; or

■        involves tilt-up or precast concrete; or

■        is carried out on, in or adjacent to a road, railway, shipping lane or other traffic corridor that is in use by traffic other than pedestrians; or

■        is carried out in an area at a workplace in which there is any movement of powered mobile plant; or

■        is carried out in an area in which there are artificial extremes of temperature; or

■        is carried out in or near water or other liquid that involves a risk of drowning; or

■        involves diving work.

The Safe Work Method Statement must include:

■        The person’s ABN, licence details and contact information

■        Detailed description of the high risk work activity

■        Risk assessment and Control measures

■        How the activity will be performed

■        Who will be performing the activity and licences needed

■        How controls will be monitored and reviewed and reported

■        Compliance with any relevant legislation

■        How storage requirements will be met and Copies of SDS for any hazardous materials to be used

The SWMS will be amended if there is any change in the activity and a copy will be provided to P6 Projects for review prior to said additional works being performed. The SWMS will be reviewed each year and amended as required. P6 Projects will sign and date the work method statements which have been reviewed and will keep them with this Management Plan, and monitor their implementation.

4.1    Site-specific Safe Work Method Statements (SWMS)

A site-specific SWMS must be prepared before any high-risk construction work is commenced.

The SWMS must be monitored at a predetermined period to confirm that the work is being carried out as described in the statement by using the attached check sheet, defects or non-compliance is noted & remedial actions taken to close them out. A copy will be forwarded to the Principal Contractor to verify compliance.

The SWMS will be explained / communicated to all workers involved in the task at a ‘Pre-start’ meeting, BEFORE work commences. SIGN-OFF is required when all conditions are understood and agreed to, BEFORE work commences.

The following work methods will be implemented to control identified risks on site prior to commencement of any work, during the carrying out of work and when vacating the site on completion of work.

a)     Work Control Procedures - In relation to these safety implications, this Work Plan will identify hazards, risks arising out of hazards and control measures for these hazards and associated risks for each activity.

■        An on-site Site Coordinator will personally attend to or supervise the implementation of the control measures required in relation to each activity and hazard identified herein.

■        No sub-contractor or other worker will be permitted to carry out work where stated control measures are not implemented.

■        The Site Coordinator will stage and supervise the arrival, induction and introduction of all sub-contractors and workers to the site and will require all subcontractors to comply with Work Plan requirements and all other requirements of the Work Health & Safety Act 2011, Work Health & Safety Regulation 2011, Codes of Practice and Australian Standards.

All persons on this site will be subject to the following Work Control Procedures.

b)    Other procedures applicable to all activities:

■        Site Rules will be provided to all sub-contractors before they commence work on the site.

■        Site induction, including safe work procedures and practices, is compulsory for all persons attending the site.

■        Prior to the commencement of work at the site a copy of the relevant sections of the Management Plan will be provided and relevant health and safety issues identified in this plan will be discussed.

■        Different work activities will be scheduled to commence at different times to avoid hazards from other work.

■        Access to fire-fighting equipment will be available at all times.

■        The risk control measures employed for each risk will be monitored to ensure satisfactory risk control.

Management Plan Subcontractor Sign-off: This document provides details regarding how P6 Projects will manage the Health and Safety hazards associated with our activities on the above mentioned site.
